IHK History: From the foundation to today
Forerunner today IHKs was founded in 1656 Commerz Deputation in Hamburg. The “Assembly of a Honorable Merchant to Hamburg” had founded this to represent the interests of the merchants in the Hanseatic League. However, a first chamber of industry and commerce with a modern character emerged only in 1830, when the commercial agency in Elberfeld and Barmen was granted a new statute. This gave entrepreneurs for the first time the right to regulate their own responsibility and to choose representatives themselves. The model was adapted for Prussian and later all-German chamber legislation.
After a few failed attempts, the city of Potsdam finally received permission from the Ministry of Education in 1898 to found its own chamber on the model of the Rhine Province Chambers. On October 10, the Potsdam Chamber of Commerce began work in the office on SchwertfegerstraĂźe.

The chamber district at that time comprised the cities of Potsdam and Spandau as well as the districts of Osthavelland, Ruppin and Luckenwalde. By a ministerial decision of 19 March 1900, the districts of Prenzlau, Templin, AngermĂĽnde and Oberbarnim were then added to the district of the Potsdam Chamber. But with the enlargement of the chamber district grew in the merchant’s desire to relocate the seat in the central Berlin. At the General Assembly on 10 November 1902, the “Parliament of the Economy” decided to move to the capital. In 1912, however, the Potsdam Chamber of Commerce was integrated into the Berlin Chamber. After the seizure of power, the National Socialist regime mandated all IHKs by law to the Reich Ministry of Economics and dissolved them in 1943 altogether.
Postwar period, turnaround and new beginning
In the post-war period, a new Potsdam Chamber of Commerce and Industry was created in 1947 in the special occupation zone around Berlin. This was responsible for the whole state of Brandenburg, but not designed as a democratic self-government instrument of the economy. Due to the nationalization and the introduction of the planned economy, the Chamber lost more and more importance.
In 1949, chamber president Otto Schwarz had to flee to the free West. Four years later (1953), the chamber was dissolved by resolution of the Council of Ministers of the GDR and the remaining tasks of the Chamber of Commerce and Industry of the GDR – from 1983 commercial and commercial chamber – transferred.
